Bleed the filter housing, then open the bleeder on the side of the pump and crank the engine with the shutoff pulled out. You should get a good stream of fuel spray out the bleeder when you crank the engine. IF you're not getting that, then go back and start checking the lines. Might be a blockage at the tank outlet. I'd blow that back with air to clear it, then recheck flow. Could also be trash in the inlet to the top of the fuel pump (if there was filter problems) so it would not hurt to check that... If still no fuel I'd probably pull the side plate off the pump where the return line enters and see if there's fuel in there and check to see if the pump shaft is turning when you crank. IF not, pull the pump. Really, by now you should have fuel in the pump body and out the bleeder.

Once you have that, make sure that the shutoff is actually pushed fully ahead and that the cable is not bent or slipping, set the throttle to max, open all three lines and crank. If you soon don't get fuel then it's reasonable to assume that the metering valve is stuck in the pump.
At that point I'd pull the pump and remove the pump cover and see if the metering valve can be freed and the body cleaned of rust and sludge...
If you get to that point post back and someone can help you with the specifics of going inside that pump... or you can just pack it in a box and send it off to a pump shop.
