blades do not engage when PTO is on

We would love to assist with this.
So help us with the following:
What tractor?
What Mower? (assumption it is a mower)
Does PTO shaft turn?
Noises?
When did it not work?
Is the seasonal disconnect off?(a mid fifties lever on some IH tractors)
Is the clutch out when making it "go"

Might be a good time to learn about shear pins. From your post, one can assume that the learning curve is rather steep. Start with the basics.
