Hydro Speed Scraper HELP

I have this new toy and someone has modified the drawbar. Wonder if anyone has one like it? I would like to repair it so that it could be pulled with CAT 1 or Cat 2 tractors. The tag says it was built in Los Angeles, CA.

I'm not sure I understand the problem. 1st a cat #1 won't do much of anything with that unit.
2nd what wrong with the way its set up other than its a bit of a Rub Goldburg fix that needs to be cleaned up.
 
First off, you need a real tractor to hitch it to. Next, you can change the pins. If you couldn't figure that out maybe you don't need to be operating it.
 
What is a real tractor? And if I just change the pins to Cat 2 they will still be 26" apart and I would have to change the sway blocks on my real tractor every time I hooked up to it.
 
If you stop fast (or even facing downhill with a load) won't that hitch flop over center tword the tractor until landing on the very front of the tractor drawbar, possibly breaking the drawbar or pto or whatever is close?

And if you have never used one of those dirt pans, you are gonna find out quick it is a neat tool, but you need a lot more HP and wieght for it. You won't be able to pull it to fill it. Around here a 4020 and that pan would be a decent match, but the tractor would struggle sometimes.
