2040 PTO question

how does pto work on a 2040? independent, dual clutch, or what?
can't seem to start engine w/o PTO being engaged on this diesel

You may have a dual clutch,and the pto section is frozen,or the clutch is out of adjustment,(both will require a split) or it has an engine drive clutch and you don't have it out of gear,flat lever on the side of the transmission case above your left heel engages/disengages it
