OT electrical problem

Due to power lines breaking in our area our power has been going on and off. On my shop I have 2 motion lights, last night after the power blinked off and on, the motion lights started turning on at my shop. They would both turn on for about 30 seconds, then off for 30 seconds, they continued until I shut them off at the breaker. The circuit runs from the breaker to a GFCI outlet, then 2 other outlets inside, then to the front outside light, then to the side light. I am not sure what the problem is, the light were turning on and off together, so I assume it is not a problem with the lights. 1. faulty breaker? 2. faulty GFCI outlet? 3. something else I am not thinking of? Any help would be appreciated.
 
Probably the lights are the problem. See what happens when you turn the power back on. If no change then try turning the power off and on several times. Most of the motion lights have a setting to go from auto to manual by turning the power off and on at the switch, usually wait 30 seconds then turn the switch on,off,on and it should reset. All makes are a little different on this order so try several different ways. If this does not fix it I would try new lights.

I figured it was not the lights because there are 2 of them about 20 feet apart, but are blinking in unison. When I have had issues with them before, it only affected one of them.
 

could be your breaker, If you have and extra breaker I would replace it and see if it makes a difference. All so it may be a bad relay switch.

I see. I didn't understand that part entirely. If they are protected by the GFI then I would check that first, maybe plug in a light to it? THen back to the lights I guess.
 
Don't they usually have some fancy settings to allow you to keep them on by playing with the switch, and the power snap has either confused them or damaged them so they flicker now? It's a code of - I don't know what to do.....

sounds like your lights are in the security mode. they will flash at timed intervals. its to alert either the fire dept or police dep there is a problem and identifies your property. there should be 3 modes to your lights, automatic, manual, and security. with switch off for about 30 seconds, flip lights on, they should go into automatic mode, if the motion detector sees something, the lights will go on. if you wait about 15 seconds or so, flip the lights off for one second, then back on. now they are in manual, and will stay on. flipping the switch again will put it in security mode with the flashing lights.
