Dear lads this winter I have been using my case dc4 a lot because of the high clearance it get me back to were I have been logging. There are some things I like to ask about this tractor first if I set the engine speed to half it pulls it self back to idle what does that? Second what causes the card to leak out from a small hole when I shut off the tractor?

If I remember correctly, the throttle lever relies on friction to hold it in position. If it won't stay where you put it, you may need a new friction disc or a new spring. I always shut off the gas under the tank after I turn off an old tractor, your carb needle valve is probably leaking, which will eventually drain all the gas out of the tank unless you turn it off at the tank.
 
The only thing I would add to what Nebraska Kirk said is to try tightening the bolt the throttle lever pivots on. This will increase the spring tension and hopefully make it hold better
