Ford 641 workmaster 3 point arms

The 3 point arms on my tractor will not lift all the way to the top. They work well in the lower 2/3 range of motion. Just won"t go up to the upper 1/3 on the range of motion. Anyone have any ideas of what may be happening?
 
With the hyd lever all the way up, push the draught control lever down part way and see if the 3point raises all the way.
 
Thanks for the tip. That did work for the most part. The arms didn't come up all the way, but alot better than they were (90-95% up). The next question is how do I get it set to do it every time I rise the lift lever. I lowered the arms after rising them by your suggestion and they only came up about 2/3 the way again. Anymore help you could provide would be greatly appricative.
 
All my shop books are buried , If someone has the repair manual , It tells how to make an adjustment to get things working properly, if adjusting doesnt work, it may be a bad O ring?
 

Lift control lever starts working at 3/4 up position. Has power to lift equipment. Lately it,when dropped down,sometimes,does not raise back up until a couple of tries.(acts like cam not working all the time) Is this a simple fix? not sure what to do. Don't know if it's ready for rebuild. Fluid level ok.
