putting rubber on steel

Hey guys, I need help for cutting steel belted rubber tires to put on steel implement wheels. What is the best tool to use? I am going to have to cut through the steel belting because I only need it to be 4 inches wide. Thanks for any help.
 
A sawsall with a metal cutting blade, and the dish soap idea is a real good one. I'd mark a cutting line somehow, so you get a even edge.
 
If they can be found, try recap company like Firestone. They had material called "camelback". If I remember right would be about the right size for your project. Dave
