I never seen as set up as such before to prevent too heavy of fuel fuel waxing on the filter in too cold of weather.

My 85 Ford diesel has a heater that goes around the line going to the filter. Not a glow plug, but a heater none the less.

My 6.5 diesel has a factory heater on the bottom of fuel filter. It's not a glow plug per-say but it does have a pipe that extends up into the filter.

The Cummins in my truck has a fuel heater. They're more common than you'd think. It's not a glowplug, but rather a heating element.
