Can I use a 16.9 x 28 tire on a 13" wheel? I presently have a 14.9 x 28 on it.

The wheel is 13" wide at the rim. I have enough clearance otherwise.
 
Measure on the inside vertical edge where the bead contacts rim. Those rims are likely 12's, a little narrow but ok for farm use.15" or even 16" would be ideal if you came across a good set cheap.
 
Thanks for the replies. the tractor has a loader so I would want to load the tires. Would using them on the stock wheel (13" outside measurement) present a problem being loaded and using the loader?

Loading them with Rim-Gard or diluted wind shield washer fluid I hope. Otherwise the salt water you poured into your tractor is going to corrode steel parts. It's not a matter of if, it's when.
 
Yes it will work just fine. We have been using that same set up on our loader for 20 years. It came with the 14.9"s on and we went to the 16.9when they wore out and on the 2nd or 3rd set of tires. Loaders are hard on tires always spinning and pushing.
 
Load the tires with whatever you can afford. Just be sure to clean up any spills and repair when there are leaks. Thousands of tires running with tire fluid and no problems can't be wrong.
