brakes on 8 n

Not sure if it"s an 8 N .I have to go to an uncle to help him fix the brakes. He has had other people look at it but no luck.The right rear break will lock up after backing up and it will take about 10 feet before they free up.The other people have taken it apart and put it back but after a week of 4 the same thing happens.
How can this be fixed?

This comes up on the N Forum fairly often. Did you bevel the leading and trailing edges of the shoes? Did you turn the drums? Are the springs new??

I was told the drums are cast in such a way they can not be turned.

#1 issue is not installing new brake hardware..
#2 not resurfacing the drum (yes it can B done in a brake lathe)
#3 the myth about put'n a bevel on the shoe leading and trailing edge,,, if grinding makes one feel good do the outer and inner edge,,, that's the part that catches on the drum from were the drum wares oval from the center out so if reconditioning the drum is not a option grind the in and out side edge of the shoe so it does not hang on the drum....

but its not gonna solve the #1 issue
