My brother has a 4430 the same vintage. It s another hard starting SOB. The operator s manual says to pull the throttle back to close and then advance it forward. It s supposed to "set" the governor for starting, whatever that means. It seems to help some in warmer weather but when it s cold, the block heater has to be plugged in, and sometimes a shot of ether is needed.
 
There were a lot of 4230's sold in our area new years ago. Only know of one that would start when it got cold and that one would not start when the tractor was hot. We used to plug ours in when it got below 40 degrees and add jumper cables too.

This setting of throttle on 4430's with inj pump "warm" lets the rack inside pump advance to starting position. If manual aneroid is worn it helps to manually set it also but this requires one to walk around on RH side.

On hard starting 4230 overhaul kit and re-work head will help starting.
 
I jumped up in the cab of the 4230 about 4 oclock yesterday, turned the key and a shot of either and it was running. It was 12 degrees. It will start near 30 without any assistance. Luckily this one starts when its cold.

Adjusting the valves sometimes helps. When you pull the throttle back as per the manual, it retards the pump timing.
 

The way I remember is after killing engine then push throttle to maximum while warm allowing rack in inj pump to advance to start position, then return throttle to idle position. Rack then stays in start position till time to start.
