TD9 Injector pump

Recently became the owner of 1957 TD9 dozer that sat for a number of years. Runs well on gas, IH injector pump has good primary pressure and the gauge reads high, but has absolutly no pressure out to the injector lines no matter where the throttle lever is. Could there be a stuck valve or is a rebuild needed?
 
I would guess the rack is stuck, I think I would remove the oil filler on pump and gently push back and forth on the linkage for starters. Unhook throttle linkage at pump so you can operate it from there and observe if linkage is moving inside.
