WD45 wont run uphill

I'm working on one of my Dad's WD 45 tractors and it doesn't want to run going up even a slight grade. Runs OK on the level or downhill, even under load, but lurches then quits going uphill. Any ideas?
 
Water in the tank is high enough to tip into the intake when going up. There could be water in the carb bowl as well. One other possibility is a wire that leans into a short or open when going up. jimN
 
Thanks for the responses. The sediment bowl has been emptied and the screen replaced. Also the tank drained and fresh gas put in. Gas flow to the carb is good.
