w30 won't run

I've got a 1939 McCormick W30.I've cleaned the carb and checked the governor.When I put some petrol in the cocks (on the tappetcover)it starts, but just idle.It won't speed up.Where can I find the settings for the carb.

We had a W-30 on the farm when I was a kid. I remember it had a rusty gas tank and no sediment bowl. It had a screen in the gas line connection to the carb, and it would clog up to the point where the tractor lost power due to not enough fuel. Disconnect the fuel line between the carb and the block. You should find the screen that probably needs cleaning.
 
When you put the carburetor back on, did you check to see that the governor rod properly engaged the throttle shaft. Sound like the throttle isn't opening, which most likely means the rod from the governor isn't properly engaging the throttle butterfly shaft.
