Stuck Ammeter?

I have a 51 Case DC that I am trying to get the electrical system going. The ammeter does not move. Is it possible for them to stick? Can they be taken apart to free up?

Some gauges can stick if the needle has been bent and is touching the glass or the face.

There should be power at the ammeter at all times on both terminals so I would just check it with a test light. Ground your test light to a good known ground on the tractor and touch each terminal on the ammeter one at a time and it should light up on each terminal. If not the meter is bad. The ammeter hooks up to the battery cable on the starter solenoid and the other side of the meter hooks up to the generator voltage regulator.
