Does anyone make a turbocharger for a Case 970?

Manifolds and turbo off most any 70 series, and probably 90 series should fit. I've been told that the 970 block doesn't have provisions for piston oilers (coolers) so you wouldn't want to push it too hard.

There should be plenty of them in the wrecking yards. Unfortunately, lots of 1270-1370-1570 tractors were junked when the powershifts went bad. There's no yards around me, but some searching should turn up what you need.
