Depending on where you live, and how much of your basement is in the ground, it won't take much. Mine is a poured wall with 2" of foamboard on the outside 4' down. The furnace and air easily keeps it warm/cool in the respective seasons. Just think about putting in a return air to keep it circulating. For me the needs of the upstairs is always more than the basement so I always have to choke down the vents downstairs.

It may be required depending on where you live. Wouldn't hurt to call up the local inspector. My experience is that they're very helpful if you ask questions beforehand.

When I finished my basement I ran the central AC/heat ducts down the walls to discharge at the floor, with the returns in the ceiling. I close them in the summer (stays plenty cool) but it makes a world of different in the winter having the heat come out at the floor.

big advantage to AC in basement is the dehumidifier...best if air intake is in basement too so it sucks out the damp air as well as delivering dryer air. Not too tough to run AC/ Heat into basement with flexible ducts between joists
