Mitsubishi L3A glow plugs

I got a ransomes bob-cat T-17D that blows 30 amp fuses on cranking, I disconnected the glow plugs and it cranks on starting fluid and doesn't blow the fuse. I took the plugs out and hooked up 12 volts on them and they all got hot quick. They read shorted to ground on my meter. Does anyone know if they can work and be shorted too. Hate to replace them if they are working.
 
Measure the current drawn by EACH and see if it's within reason and the same between all three.
 
Glow plugs are very low resistance - almost a dead short. That"s why they heat up so rapidly. I use a 12 volt bulb like a backup lightbulb. Hooked between the battery (hot post) and touch to the terminal of the disconnected glow plug. If light shines brightly, the plug is probably good.
