Does anyone use degree heat units to determine when to mow Alfafa for the best RFV for dairy cows.

No.

I would think that only works if the rainfall is regular.

It can be hot and dry and the alfalfa doesn't grow. It can be cool and wet and the alfalfa does grow.

Am I wrong?

Gary; I really do not have a answer. I do know that there is some connection. My son's farm is abot ten miles from a Mesonet site We watchec it very close and our first cutting time out with no irrigation. Now we watched close for the second cutting and when it reached 700 hour units it is being cut a second time at 21 days. Buds show but no flowers. It was irrigated and had rain. After cutting foliar fertilizer will be apply through irrigation. First cutting averaged three & half ton per acre. This cutting looks likr it will be close to that.
Here are some links that explain Heat units.

I thought about doing it but I dont have pure alfalfa right now. I would like to try it weather permitting next time I put a stand in and shoot for 700-750 GDD. I first saw it on Hay & Forage Growers website.
