I have a yard light that is making a lot of noise. Probably 15 years old. Has gotten pretty loud. Would cleaning help or do I need a new bulb?
 
If it's a mercury vapor, or sodium vapor, it is probably the ballast that's making a humming or buzzing noise. If that's the case, it's not likely that it is repairable. Replace, or put up with it!
 
It's not the lamp - a buzzing noise is most likely the ballast going away.

You can try tighening the screws holding the ballast to the fixture. Also the thru screws that clamp ballast laminations to together if the ballast has them.

Otherwise the best course is to simply replace the fixture with a new one.
