Ford 4610 steering

My Ford 4610 steering is tight or sticking when I turn the steering wheel. Everything is greased, I just put in a new hydraulic pump filter, and no change? Does the pump under the steering wheel need oil or some kind of maintenance? Thanks in advance J.
 
even if everything is greased something in the front steering/spindles could be binding.
 
The power steering filter, th one on the side of the motor., Not the one under thr floor board.Seems like sometimes its fine other times its sticky, or tight.
 
If it is a new enough 4610 it could have a second hydraulic pump mounted on the engine with its own spin on filter right on the side of the engine.

The power steering filter is a cartridge sytle inside the can (or resivoir).

The way you said it was not the one under the steps to me gave the impression that maybe you thought it was a spin on filter??? It is a completely different type of filter and I would not describe it as being on the side of the motor, but as being inside the resivoir..
