Allis C Block Holes

In cleaning up the block on my "C", I noticed the water jacket hole by No. 1 cylinder plugged. I tried to drill it, assuming it was packed full of crud. In the picture, it shows I hit steel. It appears that the hole was never cast into the block. My first thought was to drill it out like the others; my second thought is that it has been like that for 66 years, so leave it alone. The corresponding hole in the head is open.
Any one have any insight or ideas?

The longer they ran without antifreeze the deeper the pits in that area so it seems. It would not hurt to open it up but on the other hand they run cool enough without it open.
