160 if it has the low temperature thermostat for alcohol antifreeze. 180 if it has a modern high temperature thermostat. Colder than that it won't boil the water out of the oil.

If the gauge gets to 220 and there's a pressure cap on the radiator, its overheating. If the thermostat works it won't overheat. If it boils over its overheating. But that overheating can come from bad ignition timing or running lean or bad water circulation.

A 39 A doesn't have a thermostat. It has mechanically operated shutters which are probably missing, but they could be stuck in the closed position.
 
If working, 180F+ on gasoline. If working while burning kerosene, 200F+.
If just putting around at shows etc and running 50/50 coolant mix, 210-220F is not too hot.
