IH B-414 PTO/Clutch question...

I have recently purchased a B-414 Diesel with a single stage clutch. I like the tractor but I noticed that depressing the clutch pedal does not stop the PTO. The clutch works well otherwise. To engage the pto I stop the engine, engage the lever then start the engine and go about my bush hogging. Is this pto action characteristic of this model or is some adjustment needed?
 
Are you sure it only has the single clutch? If so, seems your problem would not be possible. The single clutch PTO is transmission driven, and if your tractor stops when you push the clutch in, so would the trans, and then , so would the PTO.

Sounds to me like your B-414 has the two-stage clutch and the PTO disk is stuck. Very common and it's happened to all my B-414s and B-275s, one time or another. With the last one I pulled it all part expecting to find a broken Belleville spring (that activates the clutch). Got it all apart and all parts looked perfect. Put it all back together and it worked perfect for about a year. Then, one day the PTO would no longer disenage with the cluth pedal. Since they, I have to shut the engine off to engage it.
