1940 ford 9N brakes

Is there a way, and if so, how do i lock the breaks on this thing? Do I have to have this thing on level ground at all times when getting on and off? Is there a way to lock the breaks? Is there a parking break of anykind?
 
There is a flat paw and a ratch plate on both sides next to the rear end houshing that will lock the pedals down, unless someone didn’t reinstall yours at some time. PS I got one side back on my 2 N yesterday and should finish up the break and axel seal job Monday.
