I'm still cleaning out my parents' basement and now I found this. Does any one know what it is possibly?

It looks to me like it may be some sort of oiler or a device to get an animal to lick it to receive medicine.

I do belive that is the thing that mounts on the rear of an Old kerosene lamp wall mounted reflector. The part that holds the curved glass refletor and the part that looks like the handle is what fits to the wall bracket. I just looked at the one on my wall and it is very very simmilar.
 
You put ink in it and rub the brush over the ball in the middel then you put a stenceled on what you want to print up like a name and adress on a box
 
You were exactly right - just by accident today saw an old H. Channon Co. hardware catalog from 1930 and there on page 1193 was listed a "ball marking & stencil pot". Sold back then for $1.00 each or 12/$10.00. This company was something like a Graingers of today and was located up in chicago and carried everything from bolts to steam powered pile drivers.
