old Hammond trailer brakes

I"m rebuilding a old travel trailer that"s been converted to a flatbed trailer. It has a strange brake setup. The hubs are for a 15" dia. wheel, 5 lug assembly that say "Hammond" on them and are approx. 12" diameter. (I can measure them if it"d help). The inside is made of 2 sets of brakes. One is a fairly conventional brake drum setup, although it"s almost the full 360 degree circumference. The second looks sort of like a flattened bunt cake pan that presses outwards towards the lugs. I need to have both linings replaced, does anyone know of a source for these pads?
 
Are there wires going into the flat ones that press against the side of the drum? If so, it's probably a common electric brake setup. Most any camper, trailer, or house trailer place should be able to help you.
