Spark and Fuel what else? Good compression?

Are you sure your distributor or mag is timed to No1 piston on the compression stroke? Check the plug wires to make sure they're in the correct firing order on the cap. Should be like this as the rotor rotates clockwise. Did you check the suction on the carburetor? Intake manifold may be leaking if there's low suction. Hal

What are we working on? Allis Chalmers and Oliver 4cyl engines are not 1,3,4,2. They are 1,2,4,3. Tell us what you're working on so we can give better advice.

I'm working on a IH 500 payloader looks a lot like a Hough H25 payloader.
Don't know for sure what engine it has. Haven't found any manual on it yet. I think it has something like a d188 but I think that number is a diesel 4 cyl; D166 & D188 engines?

Cute little bugger. I thought all 500 loaders had the 39 horsepower BD-154 diesel, but that looks like an LP tank on it. If it is a gas, I would guess a C-146, maybe C-135. My book only shows the Diesel engine. LP engines can be tough to start in very cold weather, especially with a tired engine. Vaporizers can be a royal pain in the donkey. I have one old LP forklift that needs a quick shot of ether if it has been sitting for a while. Ether was not the cause of the problem-I bought the machine cheap because it would not start. Needs an overhaul (low compression) but at this point, I might as well run it as long as I can.
