B414 diesel starting problem

Hi guys, I own a 1966 B414 diesel. This tractor has always started hard in cold weather. Last week I noticed fuel dripping from the water seperator under the fuel tank. I drained the tank to get a good seal with a new plug with thread sealent. The fuel filter was also changed because I knew the system would have to be primed anyway. After priming the system many times all I get at the injectors is dripping, no pressure. Does anyone have any ideas? Thanks Frank
 
Did you open the bleeder screw on top of the pump? Sometimes the rotary CAVs need that, especially if they have high hours.
 
Once you open to bleed the injectors you won't have any pressure nor much fuel. These injectors only get a small amount of fuel for only a split second. Open all of them then crank the engine over then close them one at a time when fuel comes out, it will eventually start.
 
My pump has two bleeder screws, both on the outward side. The one on the bottom has alot of pressure but the one on top has very little pressure. What does the term rotary CAV's mean? Thanks for the tip, Frank
