OT Typar in basement

There is water on the inside of the typar in a basement which is getting the insulation wet. There is no vapour barrier on yet except on one wall but I cut the vapour barrier( and taped it) and it's wet in there too. I always thought that typar was there to stop water and the vapour barrier was there to stop the air flow into the room
 
that stuff is for the wrapping of the house before the siding is installed not as a water barrier for a basement if you have water building up on the outside of the wall above your wall or sprayed or rolled on waterproofing it will still leak
 
Both that you mentioned are vapor barriers. At most for drops of water (condensation). Vapor barriers are for blocking moister from condensation by different heat ranges inside and out.
If there is too much water, you need to make sure outside water is well drained away from the house. The outside of the foundation needed to be water sealed (various methods)before backfilling. Can still spray/paint the inside of foundation w/ a sealer.
And then there are sump pumps.
 
Depending on the temperatures involved, or more correctly the temperature differentials, two vapor barriers might actually be trapping vapor and causing condensation and making the problem worse. Just my 2 cents worth.

I lucked out and in 25 years have not had a drop of water in my basement. I finished about 3/4 of it and all I did was nail up a stud wall, put a little Bat insulation in and nailed sheet rock up to it. No plastic, vapor barrier or anything. Like I say, maybe I have lucked out. We did put a drain field all the way around, the put about 2 feet of large gravel over that, covered with tar paper to keep the dirt out, then also painted it twice on the outside with sealer.

It is used in basements in new construction. The only thing that they use it for up here are basements and garages. Everything else(main house) requires high density insulation in order to meet code on insulation.(that's what I was told). It's on the side of a house as a breathable mositure barrier which should mean that water(moisture) should channel down the wall behind it to the floor . I could be all wrong about this?

Typar is a form of house wrap intended for the outside of the house. It's main purpose is to stop the infiltration of air from the outside to the inside of the house and to allow the house to exhale the moisture from the inside to the outside. A plastic "vapor" barrier is placed on the inside walls between the insulation and drywall or interior finish material. It's purpose is to keep moisture from the inside getting into the wall cavity and getting the insulation wet.
