PTO Running continually

Minneapolis Moline I have found the M-M designation which I assume is the Model number. The question I need to ask is the PTO runs all the time and I cannot seem to figure out how to shut this off...the lever will not shut it off. Could changing fluids solve this? ANY SUGGSTIONS
 
If the lever was in the run position for many years, the clutches may be stuck. WITH TRACTOR OFF
put the lever in OFF position.
Use a spline coupler, or drive shaft that fits the output spline. Use a breaker bar or crow bar to apply rotation to the shaft. (you can not break it, so a 4 foot pipe is OK) If it turns, great. Keep doing it for several rotations and see if it frees up. If no turning happens, (or the engine turns) it is going to need to be torn down to fix it. JimN
