It's not a vacuum system.

It uses exhaust pressure to push a piston in a cylinder to lift implements. It requires a valve on the exhaust to divert it to the system. Parts for these are hard to come by.

We had a valve on the manifold of our 2n ford that provided enough vaccum to run our milker system and we could milk one cow at at time. we used it when the power was out and in the fifties it was frequent.
 
When I was young, in the 40s, some farmers had
a vacuum port on their tractors to run a milking
machine, for when the unreliable rural electric
went out.
 
The only vacuum system the tractor has is the pipe plug above the carb that was used for operating a milking machine. The lift system is a pressure system using exhaust gas.
