Will 8.3x36 tires fit rims that have 13.6x38s on them originally?

Sure............. Why not? Just lay them on there.
If you are serious, no they won"t.

No way a 36 tire will fit a 38 rim. Aint that hard to figure out.

Probably not. The 13.6 x 38 are probably on a ten-inch-wide rim.

Depends in the rim. But if the rim is say 12 inches wide then no it will not work or work well
