i have a dead battery problum. at the batt i get 12.25 volts dc with the eng. off. on start it drops to 8v and at idle it is 12.7 v. at the red out wire at the alteranter it is 14.56v.....would this indicate the voltage regulator? the tractor is a rino international
thanks for any help you can give.

If the system has an external voltage regulator, it would seem it is working, as the 14+ volts is a good number for an alternator charging a battery. However it is not getting to the battery to charge it. I suspect a connection issue between the alternator (thick) output wire, and the amp gauge (if it has one), or the battery + terminal if not.
The battery should be at 12.5 or 12.6 when charged up, and never drop below 10 volts when cranking.
Without being there, I would say take a look at all wire connections and terminals. Get a manual (or at least one like the system mimics) to trouble shoot farther. Post the alternator numbers, or other data to let us get a grip on it. JimN

Don't worry about the starting voltage. Also, your regulator is fine. You apparently have a bad connection somewhere.

First, recheck the voltage at the battery and alternator output, but make sure that you don't move the ground connection to your meter. If you still get 14.5 at the alternator and 12.7 at the battery, then your ground connection is probably good. All that is left are the connections between the alternator output stud and the positive battery terminal. Just trace the wire from the alternator back to the battery, checking the voltage at every connection as you go. When the voltage drops from 14.5 to 12.7, you've found your bad connection.

Tip: The repair-type battery cable ends that clamp on to the cable are notoriously prone to corrosion problems. If you have these on your tractor, replace them with new battery cables.
