That engine has low oil pressure. Seems to be in the 10 to 12 pound range normally. The tractor came with a pressure gage that did not read in pounds but had the worn normal that the needle pointed to.
The wrong filter will cause it to have little to no oil pressure reading on the gage. The pleated paper filters will not work. It needs to have the rag type filter. If the tube is gone that goes up to the top of the filter you will not show a pressure reading on the age as the oil will just dump back to the pan.
 
Allis used a low pressure oil system on most of there older tractors and the B is one of them. Also if you use the wrong oil filter that will cause very low or no oil pressure a wix 57011 is one of the correct ones. Thats the one I use on my Cs which have the same engine. If your using an after market gauge you need one that reads say 0-20 or so and most of the time it might be lucky to hit 10psi

The oil pumps on a B can lose their prime .... it is important that every time you start your tractor up, check the OP gauge and make sure it has pressure, even low pressure is better than no pressure. This can happen anytime but expecially after sitting for a while. It's a sign of a worn pump if that happens. If you run it too long that way it'll start to rattle loudly and will eventually pack it in.
