oil poblem

Walt davies. Iremoved the rocker arms blow air down though the top. I have oil at the rockers but still no oil at the filter. Ialso blow out where the oil line out of the side of the head to the filter houssing. Need some good ideas for this one
 
does that mean you can take of the filter can and remove filter and start the eng. without seeing any oil?
 
Is that model supposed to have a hollow vertical stem that mounts on the filter housing and goes extends up into the filter, similar to the Case VAC?
 
yes poorfamall, I can take of the filter can, run the engine with out seeing any. Ihave already removed valve cover and rockerarms,and blow air though all the ports that I could find and cant get the oil to flow to the filter. Dont know what else to do, any help would be app.
