Clean Air Act

Today I called my local tractor salvage yard looking at my options at locating a engine for my dozer he said that most of his engines has holes in the side of the blocks! out of couriousness I asked him, why? he said "the clean air act" I asked " what does that have to do with holes in the blocks" he said that if a person trades in a old tractor for a new one that he/or she will recieve (correct me if i am wrong) 20% off the new perchase of a new tractor. Has anyone heard of this? How long has this been going on? Can anyone give me more input on this matter? To me, this could eventually hurt a lot of older equiptment owners, and salvage yards, and the list can keep going on and on. THANKS D.G.

If it was true, a lot of trash would be hauled in for 20% off. But then the dealers would jack their price up 20%, bout like Ford did on their push, drag in sale.

the guys on red power forum have talked about this happening in designated areas, like around dallas, texas. older tractors like 06 -66 series ih and 30/40 series jd have their frame cut and a hole knocked in the block. in return the former owner gets a good chunk paid of the cost of a new tractor. i think it was more than 20% but i don't remember the exact amount. tree huggers should be happy. guys like us- not so much.

Yes this is going on in the heavily populated counties in Texas. It also applies to large trucks. The money that one gets deducted is determined by the number of hours/miles one puts on a tractor or vehicle. The more hrs/miles, the more discount. One has to sign a 7 year contract. If hours or miles stated isn't attained there is a penalty to pay.HTH's

DG, A neighbor and myself were talking about thid justa day ago. The precentage that the Government pays is somewhere in the neighborhood of 50%+ of the original purchase price of a new tractor, The kicker is there is a 600 hr min you must have been putting on you old tractor to qualify for the program! Hope this helps.
Later,
John A.

I have to say, that has to be one of the dumbest govt programs I have ever heard of. First how many on here can afford a new tractor, second even if you have one tractor, how many put on 600-700 hours a year. Its just another "program" to help the mega farmers at my tax expense. Good greif!

From what I can find out this is a STATE program only in selected areas of TEXAS and from the dealers I have talke to you gues are off on the 20% of retail the amounst I have been quoted is like $800.00 to 1000 on a say old 1066 ih trade ect. Most are still going to the salvage yards only they have the hole in the block. Don,t see this thing going nation wide just yet.

I agree with Dave from MN
"... that has to be one of the dumbest govt programs I have ever heard of." For a number of reasons. First, they're spending OUR money for a purpose with little discernible good that comes of it. Second, they're taking a part with substantial value (to someone shopping a scrap yard) and turning it into a part of lesser value. Tree huggers just keep costing us more and more money, with little in return. I just don't see why the politicians keep listening to those idiots.

There may be another reason for this, the enviro part just the excuse....
Years ago my wife worked in a small local store of one of the major sewing machine co's (who may still be around; I didn't Google them).
They gave generous trade-ins on old sewing machines...then smashed them up with a sledgehammer.
When she asked why they weren't sold or donated, she was laughed at: it was to get them off the market.
The fewer old machines, the more new ones they'd sell, and enough people would find a way to buy them.

That is the stupidest thing i ever heard, but i ain't surprized its happening.
shows again that the bigshots have only one thing in mind,Sell new only, dont re use, there is no money in that for them.it makes great economy for all involved in making new products, but the endconsumer.MILK them for all that the market can bear.IMO thats what's behind it all.

I tought the environmentalists have in their motto,re use and re cycle,or something like that.
But they are mislead just the same.

Like others have said it must be a local thing. I don"t know about scrapping whole machines and putting holes in the blocks accomplishes much of anything because you can still get an engine for the machine, hole in block or not. I just read an article concerning reman engines and the only Federal mandate concerning the selling/installing a reman engine is that the reman has to be at least at the same tier or higher than the engine it replaces. Basically to do a reman the mfg has to reclaim the old engine and either "capture" or destroy it. In other words they have to get a core of the same type engine you get and either rebuild that engine or scrap it. There can be less of that particular engine in the system, accomplished by destroying them, but there can be no new ones build they can only rebuild/reman the ones already in existance. If it were me I"d see if I could get the machine for scrap price and go from there. Depending on where the hole is often a block can be repaired without alot of problems. There"s a shop local to me that"s been doing repairs like that for years.

I work for a concrete company and the govt gave them $20,000 for each one of the old ones they got rid of. Pretty good deal, get rid of 5 old junkers and get a nice new truck. I got a buddy, they give him $20,000 to get rid of a 1984 international dump truck.

I thank every one for your input and information on this matter. I am happy to know that I am not the only one who thinks is the craziest thing ever! THANK YOU, DOZER GUY ( D.G.)

Sounds like Henery Fords "knock them in the head" program when he first released the model A
People would buy the old Ts that were traded in but few bought a new A. SO he had the dealers take a sledge to the head of all the traded in Ts so they were to costly to repair. Gave the dealers enough money per "victim" to make sure they did not sell any traded in Ts. Found a gully out side Buffalo that had about 50 of the "victims" in it
