Farmall A PTO oil seal

Famall supper "A" PTO shaft that comes out the side.(Belt Pulley)There is a steel sleeve that sides on the shaft, and inside of the oil seal, But what keeps oil from leaking out between the sleeve and shaft? Should the sleeve be a press fit on the shaft? Doesn't seem right. The oil seal has a felt ring on the outter side/Rubber ring inside, any special tricks getting the sleeve started in though the felt?
 
I have been successful in using shaft packing (cotton or flax coated in wax used to seal the shafts on boats) , I packed by belt pulley about 2 years ago and stopped the leak. Should be good even if using the PTO. Henry
 
Mine is a 1948 SA and it doesnt have the sleeve on it.

I replaced the seal last year. I always put greese on the seal where it slides easy. Sometimes I will stick a piece of pvc pipe into the seal before sticking it on the shafts if I have trouble with the rubber ring catching and curling.
 
Thank you all for your input. Taking the hup off of the belt pully PTO shaft was not a big deal, but I didn't want to take the one off that comes straight back, so I make a "farmer seal puller" worked like a charm. Might make a three or four legged one some day.

You didnt take the seal retainer off to install the new seal?

The old seals had what I call a double seal. When I did mine I put two of the new seals in the retainer (metal sides facing out) and filled the middle with grease.
 
No I just pulled the outter one not thinking about it having an inter one. But you are right both shafts, and retainer had enough room for two new seals to be installed. The seal for the belt pully shaft came in a box with the real old IHC symbol. Thanks for the heads up of how to fix it correctly. I don't plan on using the PTO, so I might luck out. My (Wifes)Farmall Super A is a 1949. When you have a his and hers things go better when you need to spend money on tractors. I also have a C, MD, 400, WD9, John Deere MT, Austin Western grader, and a new Cub Cadet. Now I need more TIME.
