D 21 problem

Tonight I was soddrilling some beans and when she is near full throttle it is sputtering. I had the fuel pump rebuilt about 8-10 years ago and havent put but around 1500 hours on it. It makes me think that it is not giving enough fuel at high rpms. But when it is in a pull it doesnt do it. Runs like a new one then. So I quit and went to the barn and put some injector cleaner in it and I am going to change the fuel filter in the morning and pull it a couple hours and see what it is doing then. Does anyone have and suggestions on what can be causing the sputter?
 
We used to have a 220 that did that, and a few others. Just figured it had an itchy governer. A lot of diesels will do that when they get worn. The fuel delivery gets out of whack a little and the motor and pump don"t jive just right, rpm"s versus fuel pressure and amount. Makes it hard for the governer to find a sweet spot. Most of our older tracters flutter at least a little at higher rpm"s with a light load. When it does it loaded then you have a problem for sure.
