Does the distrubitor on a M have flyweights in it that change the timing when trying to start it?

My 1952 M starts almost immediatelty when it is pull started, but is a no-go with the starter. I think it is because it is spinning faster when being pull started, so the darn thing actually starts.

No. Sounds to me like you need a complete tune up. Check Distributor shaft for excessive wobble. This affects point gap.
 
There is a centrifugal advance that advances the spark at speeds above slow idle.

The reason it starts when you pull it is that there is no current draw from the starter pulling down the battery voltage, making for a weak spark.

This is a common thing when you have a weak battery, wimpy or corroded cables, or ignition system problems causing a weak spark.

Is this an original 6-Volt tractor, or has it been converted to 12-Volts?
 
Had the same problem with a model 60 Oliver. It had a 12v battery and 12v coil with an internal resistor. It would not start cranking, but if it were pulled or hand cranked it started right up. Turned out the battery had a bad cell. Still had plenty of cranking speed because of the 6v starter, but the volts were dropping too low while cranking to fire the plugs under compression.
 
Put an 8volt battery in it. Mine is still 6v and used to do the same thing from time to time. Put in 8v battery and now starts on 1st or 2nd revolution
