rust pits in steel wheels

How is the best way to fix heavy rust on rear flat steel wheels with rubber lugs for a B JD. I was afraid putty might shake lose. Welding would take forever. But I want it to look nice. Thanks for any ideas. 4020
 
Depending on how deep they are , they make some heavy duty primers that will cover up alot of defects then a couple of coats of paint. Probably the best you can do, the stuff is pretty old, it will just add character.
 
Sandblast, then a coat of epoxy primer. The apply the bondo over that. Sand it smooth with a jitterbug, or 5 inch vibrator, primer/surfacer, sand and paint.
I've done three set of 38 inch wheels. Not an easy job but they look better than new.
