john deere 420 starter?

I have a '57 420W and i can't get the starter to turn the motor over.
The starter was just rebuilt and is getting plenty of power and still
nothing. If i pull the spark plugs it spins over fine but with
compression nothing. But the tractor when pull started runs great.
Hoping someone will have some ideas because i'm stumped!
 
i had a jump box hooked directly to the starter so i know its getting enough juice and i tried a working starter off another 420 and it didn't work either
 
Jump boxes and jumper cables will usually not carry enough current through the clamp ends to work effectively.
Are you running 12 v or 6 ? really doesn't matter at this point , but 6 V is more touchy about cable size , and when hooking the jump box on was the battery also hooked up ? or just jumping at starter only with no battery help ? If you have a bad battery it can drain power away from your jumping attempts.
 
I don"t know what your starter system looks like but here"s what I"d do.

Bypass the solenoid if it has one and jump directly from the battery.

MAKE SURE THE TRACTOR IS OUT OF GEAR!!!

If the starter turns with a direct jump, then the solenoid contacts are burned, or solenoid coil is not engaging the contacts or the starter switch is shot.
