It's tough to tell over the 'net, without more information..

How did this come about... was it running or in storage when it stuck?

The engine could bve "blownup", or the magnets under the flywheel could have come unglued and doubled up, or, if it has been stored overwinter, the laminations of the coil under the flywheel could be rusted, sticking them to the flywheel.
 
take the starter off & use a screwdriver to turn the flywheel. Maybe a little more force will turn it. Also, sometimes turning the blade by hand will free one for some reason I never understood. Make sure the motor will not start whatever you do.
