I got some helpful sug. yesterday. But the H wont run yet. I made sure that the #1 piston was at tdc (the pointer on the fly wheel was right in between the marks) and the points in my dist were just opening,set @.018. But the tract. wont quite run. If you hold in the button on the ign. it sounds like it should run but if I let off the button it shuts off immediately. Am I still fighting a timing thing? any help is appreciated.!! Ps this was a diff. eng that I put in the tractor thats why I had to put in my old dist. After I get it running I can put on my final coat of paint.
 
That sounds like it may be a switch problem. Try a jumper wire from the battery hot side (not the ground) to the coil (not the side to the distributor). If it runs start tracing the hot coil wire back to the switch there may be a resistor that is burned out or the switch may be bad.
 
Give her a shot of starting fluid and crank her over. If it starts up you have a gas problem, if it don't you have a spark/timing issue.
 
If you have a ballast resistor installed in the wire from the switch to the coil it could be defective. With the switch on and the points open, check for battery voltage at the coil on both small terminals. Set those points at .020" and rub them some 320 wet or dry. Hal
 
You said TDC, but you never said if it was TDC on the power stroke or the intakes stroke. I've heard a couple engines that were timed 180* off and sounded like they would go, but just wouldn't pop off. Easy check is move all the plug wires to the lug across from it.

Make sure that the wire that goes into the amp box to the starter switch is attached to the side that goes to the battery, NOT the starter.
