How do I take off the cap on top of the screw without damaging it? And how do I put it back on so it still looks like it is stock? Do I turn the screw in or out to make more power? How much do I turn it in or out?
 
Cap MIGHT be damaged when prying it off, theres a metal
clip holding it on. If you can save it, fine, otherwise leave it off
and dont loose sleep over it. Loosen the lock nut and back
screw out/left for more full load fuel. I would NOT do anything
unless a PTO dynamometer is on to check what is going on
both before and after any adjustment.

Is there a way to take the clip off so I can put it back on? I want it to look original.
 
Do you have a picture of the cap?
It's the blue cap on the pump top just back of the oil fill plug. When I repair those pumps the aluminum cap and steel spring are left off as the spring steel legs usually break off during prying the cap off. Shops now use Dychem paint stain to mark the screws for warranty purposes as lead seal wires are not used like they were years ago. If the paint is broken, then that shows the screw was tampered with.
 
I agree with Dieseltech. Put the tractor on a dyno and watch the engine temperature before turning the screw and afterward. Many an engine ruined by blindly turning the fuel up on Ford tractors. I'm not saying you can't do it but, be very careful there.
