I have an H that when running runs fine for 3or 4 seconds then acts like it's going to shut off then reves back up again. It keeps doing this on idle. Carb issues?
 
Sounds like plugged or restrictive idle passage in the the carburetor. Is it is mostly running on the load circuit causing it to hunt and surge between wide open throttle and shutting down?

Sometimes closing down the idle jet needle and opening it up again is enough to crush or dislodge an obstruction at the needle. It is a long shot, but the simplest and easiest thing to try first. Be gentle not to damage the needle or seat by forcing the needle too much, and count the turns while closing to return it to the original setting to see it it made a difference.

A rule of thumb is to only change one thing at a time and then check if the last change helped or hurt.
 
The secret passage at the bottom of the stem is plugged. You need #40 and #53 drill bit to open all passages behind the brass plugs.
 
Leroy, you must have meant to say a little under 60,000 were made; 58,584 is the number I find. Sorry if you are trying to sell one as really rare, hopefully your buyer does not see this.
 
Yes, you need to remove the brass plugs to clean properly. Heat from a torch helps to remove those plugs.
