Looks like it might be horse-drawn, so I don't think it's cobbled-together yard art. Maybe [formerly] used to haul water??
 
it was a transplanter machine used to put tobacco plants in rows, pulled originally by horses, the front wheel called a bull wheel smoothed and crushed clods,
two people rode between the fenders very low to the ground. they carried plants on their laps on a sack of some sort< burlap usually, and placed the plants in a
groove cut by the shoe, envision corn planter runner, water from the barrel was let out in cupful amounts, then just behind the groove cutter were packers,
imagine forming soil around the roots and compressing it firmly. slow process and very dirty work. changes were made over the years, but always a labor
intensive process.
