Allis d 17 lift arms wont lower

In the process of finishing our D 17 series 1 out at school and we our having a problem with the lift arms not going down. We have been inside the belly pump and did not see anything unusual but after firing it off today it still is not going down. It will raise but it wont go down. Any ideas on what the problem is here?

On my 14, I have to pull the lift leaver all the way down, and if the lift arms are all the way up, put some down pressure on them.

We have tried that but it still does not go down almost acts
as if its stuck in the up position
