What standard size tire is same size as these? Tires use to be sized in like 11.2 and 13.6 and sizes like that.how I convert a 420/70/24 size into the other sizes to get same width and height?

16.5x24, 70 is aspect ratio for the side wall or 70% of 16.5 or 11.5 inches from rim to top of tire. So the 420/70/24 would be 16.5x47 tall on 24 rim.
Probably an R4 tire?

The first number is millimeters so multiply mm x .03937. = inches.

There are more charts here:

Aspect ratios are delivered in percentages. Tire makers calculate the aspect ratio by dividing a tire's height off the rim by its width. If a tire has an aspect ratio of 70, it means the tire's height is 70% of its width.

I believe that number is called the aspect ratio. It's the ratio of the width to the height, or vice versa, I don't remember. You may not be able to match it up exactly. A little internet snooping around will probably give you more than you want to know!

This chart shows it as a 14.9-24. This chart only shows radial tire sizes but non radial would be the same, just without the ''R'' in the size.

Since there isn't a direct replacement in ''standard'' tire sizes because a 70 series is considered a low profile tire, you would have to go with the 14.9 and have a tire that is the same height as original but a little narrower, or 16.9 for the same width but be a little taller than original, although I don't see a 16.9-24 listed in this chart.

The new tires sizes once again don't totally mach the olde sizes like the ones were different before. The 420 would be about a 16.9 width then just fit the rim diameter and forget about the concern of the middle number. They will vary some though not much to worry about.

The short answer is 420/70R24 is the same size.

They are phasing out the "old" sizing in favor of the "P-metric" style sizing that's currently used on car and pickup truck tires.

10 years from now people will be asking what the equivalent to a 16.9x24 is. There won't be any 16.9x24.

First number is the width in millimeters.
Second number is the "aspect ratio" the percentage of the width that is the sidewall height.
Third number is the rim diameter in inches.

420/70R24 is roughly 420mm wide, 70% aspect ratio (meaning the sidewall is roughly 294mm high, on a 24" diameter rim.

Most American tractors use 85% aspect ratio tires. 70% aspect ratio indicates that it is a European tire size as they tend to use wider tires with lower aspect ratios instead of duals.

If this is a front tire on a 4WD tractor you need to stick with the original size. If you go to 420/85R24, the tire will be too tall which will mess up your lead/lag and cause problems like driveline binding and/or power hop.
